Carbon Credit Trading Scheme (CCTS)

Who is obligated?

Plants in energy-intensive sectors drawn from the PAT scheme that are named in a Gazette notification setting their greenhouse gas emission intensity (GEI) targets. Targets are notified sector by sector — check the latest notification for your sector.

How does it work?

Each obligated entity has a GEI target (tCO₂e per unit of product) for each year of the target period. Entities that beat it are issued Carbon Credit Certificates (CCCs); entities that miss it surrender CCCs to cover the shortfall.

Where are credits traded?

On power exchanges regulated by the Central Electricity Regulatory Commission (CERC). MintCarb shows a CCC price only when one has been published, with its source and date.

What are the penalties?

Set by the Energy Conservation Act, 2001 (as amended by the Energy Conservation (Amendment) Act, 2022) and the target notification for your sector. Read the current texts for the amounts — MintCarb does not quote them.

PAT Scheme (Perform Achieve & Trade)

Active · BEE administered · Designated Consumers

PAT is India's flagship energy efficiency program for energy-intensive industries. Units that over-achieve their energy savings targets earn Energy Saving Certificates (ESCerts) which are traded on the power exchanges.

The CCTS notification provides for PAT Designated Consumers to move into the CCTS compliance mechanism. Facilities in PAT should follow BEE notices on how and when their sector transitions.

PAT sectors (BEE): Aluminium, Cement, Chlor-alkali, Fertiliser, Iron & Steel, Oil Refinery, Paper & Pulp, Petrochemicals, Textiles, Thermal Power Plants, Railways, DISCOMs.

BRSR (Business Responsibility & Sustainability Reporting)

Mandatory · SEBI · Top 1,000 listed entities by market capitalisation

BRSR is SEBI's disclosure framework, replacing the earlier Business Responsibility Report. It is mandatory for the top 1,000 listed entities by market capitalisation from FY 2022-23 and is published as part of the annual report. BRSR Core — key indicators with reasonable assurance — is being phased in from the largest companies.

EU CBAM Impact on Indian Exporters

Definitive period from 2026 · Iron & steel · Cement · Aluminium · Fertilisers

The EU Carbon Border Adjustment Mechanism puts a carbon price on imports into the EU of iron and steel, cement, aluminium, fertilisers, hydrogen and electricity. It is paid by the EU importer, who needs verified embedded-emission data from Indian producers. The definitive period began on 1 January 2026; the first annual declaration, covering 2026 imports, is made in 2027. Source: Regulation (EU) 2023/956, as amended.
